For 2026, all construction contractors, including those specializing in kitchen remodeling, are mandated to register with the Washington State Department of Labor & Industries (L&I). The L&I serves as the primary governing board for contractor registration in the state. Contractors fall into one of two classifications: General Contractors or Specialty Contractors. A General Contractor can perform various types of construction work and is permitted to hire subcontractors across multiple trades. Conversely, a Specialty Contractor is restricted to working within a single, specific trade and cannot engage subcontractors.

To register as a contractor, several steps are necessary. First, businesses must register with the Washington State Department of Revenue to obtain a Unified Business Identifier (UBI) number. Subsequently, contractors must secure the required surety bond and general liability insurance. The Application for Contractor Registration must be completed and submitted, with all necessary signatures notarized. A non-refundable application fee of $141.10 is also required. While Washington does not mandate a state-level examination for general contractor registration, certain trades, such as plumbing and electrical work, necessitate additional individual licensing and examinations.

Insurance and Bonding Mandates

Washington State law requires all registered contractors to be adequately bonded and insured to safeguard the public. As of July 1, 2024, these requirements are in effect for 2026. General Contractors must obtain a continuous contractor surety bond in the amount of $30,000. Specialty Contractors are required to hold a $15,000 surety bond.

In addition to bonding, contractors must carry a general liability insurance policy. The minimum coverage mandated is $200,000 in public liability and $50,000 in property damage, or a combined single limit of $250,000. It is crucial that the Department of Labor & Industries be listed as a certificate holder on the liability insurance policy. Furthermore, contractors with employees are required to carry workers' compensation insurance.

Permitting and Local Regulations

While contractor registration is managed at the state level by L&I, building permits for construction, alteration, or remodeling projects, including kitchen remodels, are issued by local city or county jurisdictions. Washington State enforces the Washington State Building Code, which sets minimum standards for health, safety, and welfare. Local jurisdictions adopt and enforce these codes, and while they may implement local amendments, these cannot be less stringent than the state's minimum requirements. Kitchen remodelers must contact their specific city or county building department to understand local permitting requirements, necessary inspections, and applicable zoning regulations before commencing any work.
